I found the cause of the problem
I took the distribution ZIP (no Windows-utilities)
and copied files from the directory zip\wtware on the SD card
wtware\cmdline.txt file contains only the string
quiet
without a parameter
wtboot=mmc
With the new cmdline.txt file from setup distr ...
