Unable to change RDP server background

I noticed logging it to our Windows Server 2019 RDP Server are unable to change their background color and image. Is there a way to fix this?

Can you change background color and image connectiong with mstsc.exe from windows machine? If no, it's server restriction.
In wtware there is config option to enable background image:
