Hi,
Is the WTware Configurator able to generate a "Programming SD Card" that updates the EEPROM bootloader of the Raspberry Pi 4 to perform a network boot without requiring an SD Card?

No, wtware is not able now.
Did you try network boot on Pi4?

Re: Raspberry Pi 4 Network Boot EEPROM
I will hopefully be getting delivery of my Raspberry Pi 4's later this week. I will attempt network booting and let you know. From the forum post it looks promising though.
Re: Raspberry Pi 4 Network Boot EEPROM
UPDATE:
I am able to successfully network boot the Raspberry Pi 4.
You need to update the firmware and bootloader, configure the bootloader for network boot and then write the bootloader to the EEPROM as described here https://github.com/raspberrypi/rpi-eepr ... ot_beta.md.
Note, I used a newer version of the bootloader (2019-11-18) than the one used in the instructions.
