There is no sleep mode or low-power state on Pi. I don't know about this in hardware, so we can not do it in software.

Install older Windows. Windows XP or Windows 7 without servicepacks and do not update it. On some other machine, or VM, but not on this ESXi 6 server.
And try to connect with mstsc.exe to Windows 10 on ESXi.

We don't want to add Chrome support right now, for it's too heavy and distributive will become too large for downloading by Pi.

As I understand it there is no license required to use wtware on a raspberry pi. But when I installed the wtware center it picked up more than just my raspberry pi. It just shows all computers, that wtware center receives requests from. If you don't use Wtware on them, you can hide them from list. ...

WTware on SD is a very small OS. You can leave all OS files on SD and load configuration files from HTTP.

I formatted my SD card and copied the new version. Now it boots. I wanted to ask because it kind of defeats the purpose of having a tftp server. I agree. Did you try \\tsclient in Windows Explorer?
Please, send me terminal log file after you boot terminal, login into Windows and connect usb disk. To save terminal log enter terminal IP in browser address on any other computer in network.
