In RDP h264 encoding may be used to send video.
In RPI4 there is hardware decoder for h264.
In RPI5 decoder for h264 was removed from hardware. Ask them why, not me.
By the way RPI5 CPU is faster than RPI4. So there are no visible performance losses.
If your server is not configured to compress h264 on-the-fly and uses Microsoft own video encoder, that is decoded by thin client's CPU, RPI5 will work faster, because RPI5 CPU works faster.
