Cannot connect to Win 10 VM hosted on Azure

While I can successfully connect to a Win 10 VM hosted on Azure using RDP from my Win 10 PC at home and also using RDP from my android mobile device, I can't connect using Wtware when connecting from a USB stick. It simply tells me that terminal services may not be running on the server and to try mstsc.exe.

Looking at the config file on the USB stick, it only contains two lines. The first specifying the correct IP to connect to and the second the word "connection". Surely that should be enough?
