Do we need a license for each client or each server?

You need a WTware license for each client.

Apart from the vtware license, do we also need a Microsoft Termianel server license for each client?

Yes, that's right.

You need:
1. Windows Server License only for server.
2. Windows Client Access License (CAL) for each client.
3. Windows Terminal Server Client Access License (TSCAL) for each client.
4. WTware license for each client.

Does it matter if I use Per Device or Per User on the Licensing Mode option from Window server?

It doesn't matter for Wtware. Please, contact Microsoft for details about Windows licensing.

The license will never expire.
The license is bound to thin client network card MAC address.
