Confirm. Tested in 5.6.22
You can rotate 90, 180 and 270, with values 1, 2 and 3.

Exactly. Thanks !bootcode.bin-only-SD works well. Seems boot-without-SD was a mistake, it produced too many problems.

When put the SD card in PC to write with configurator, you can edit the config.txt, in root dir, with an windows txt file editor (notepad, wordpad).
Another solution: I use DHCP / TFTP boot. The config.txt is the same for all RPI. The DHCP/TFTP may be an RPI with raspian.

For information to other users, my SD has only bootload.bin. When using Linux isc-dhcpd + Linux tftp server tftp boot, the config.txt may be in tftpboot dir
