UPDATE:
I am able to successfully network boot the Raspberry Pi 4.
You need to update the firmware and bootloader, configure the bootloader for network boot and then write the bootloader to the EEPROM as described here

Note, I used a newer version of the bootloader (2019-11-18) than the one used in the instructions.
